Intake air diaphragm

Just went in to change the air filter on my new to me MK2 and noticed the intake air duct diaphragm. I'm thinking the "Flapper Mod" I've read about refers to disabling/removing this to improve/smooth out low rpm acceleration. I haven't ridden this bike enough to say that I've noticed a problem, but ultimately if it's a useless piece of hardware I'll probably get rid of it. any consensus/opinions on this?
