Cbf surging revs

I have a an 09 cbf 15000 miles no blinking on the fi light

The bike will surge by 500revs up and down when trying to hold steady 3000rpm while in neutral.

2 plugs brown and 2 white suggesting bike is running lean on 2 cylinders.

Exhausts sounds blowy.

Same symptoms exist on tick over.

Cylinders affected appear to be both offside

Wondering if anyone has had these symptoms .and managed to fix.

Insufficient fuel

Caused by restriction in fuel lines and/or fuel injectors or, a vacuum leak or, anything that could cause a lean fuel mixture. Your half way there having identified cylinders 3 and 4 are running lean.
